Issue #66: UNIX: install icon and `.desktop` for Smalltalk/X
...so running Smalltalk/X IDE has a nice(ish) icon and windows
are properly grouped in task manager. So far this has only been
tested under GNOME Shell.

Win32 launcher (v 1.6.5): fixing batch code iregularietes after adding double quotes (especially with ^%%A etc.)
For DebugProcessExecute adding function:
- parameter positions
- replacing [Console] with [System.Console]
- adding System.Diagnostics.ProcessPriorityClass
- adding If for unregistrer events (to check if the events are defined)

Win32 launcher (v 1.6.4): batch file code cleanup
- used == instead of EQU -> does not need ENABLEEXTENSION (maybe faster)
- used NOT == instead of NEQ -> does not need ENABLEEXTENSION (maybe faster)
- enclosed all SET with double quotes -> should be safer
