Lint button is disabled in project view

Description
A question: I just toggled from category to project view, and the
smallLInt went disabled. However, the popup-menu item is enabled. I
think that package-lint is a very useful operation - is there a reason
for disabling the toolbar button?
Lint: the only reason is that I tend to write buggy code. I'll have a look.
