CVS Commit: do not pre-fill tag from previous commits

I've just found that CVS commit dialog remembers the tag. I don't think ?> this is a good idea, it is very easy to accidentally tag something
completely unrelated because some couple days ago you commited something > with that tag.
Wouldn’t it be better to remember tags, but present them as combo
initially empty so user have to explicitly specify if (possibly by
choosing from combo)?
