Skip tests `DelayTests` when running under CI server
The problem is that these tests depend on real time timings
that makes them unreliable when system is under heavy load
(more test suites running in parallel competing for a CPU
time).
Disabling a test is indeed bad but this one is hard to get
right - a proper solution would be to use proper synchronization
mechanism e.g. `Semaphore` but that'd defeat the purpose of the
test. At least, by keeping the test when run interactively,
the test should be run irregularly on developer's machine
and any failure there should be noticed, though not immediately.
