Cleanup in SmalltalkLintService
- removed SmalltalkLintAnnotation & SmalltalkLintHighlighter - they were duplicates of those
found in stx:libtool.
- added support for critics popup to Tools::LintService via extensions

Fix in inferencer: care to not create new symbols
Use asSymbolIfInterned & nil check to avoid excessive symbol creation when possible.
