Fix parsing year when using Y2K compatibility formats
...like `%(Y1970)` and `%(Y2000)`. This fixes regression tests.

When filing out a class. always encode properly
...even if stream is an internal one. It seems that it makes
sense to encode only if filing out to external streams, but then
a lot of code uses String streams internally and just breaks when
not encoded.
This changes restores behavior prior to (merge) commit
'4b1104155195: Cherry-picked changes from eXept, part 3'.
This is a mess, but the core of the problem is that historically,
within St/X instances of String are used to store binary data
as well. A better way is to use only `ByteArray`s when talking
to the external world. Well, too late...
