Remove hard-coded initialization of package path for standalone applications
In `StandaloneStartup >> setupSmalltalkFromArguments:` a package path
was initialized to contain "correct" package path for applications run
from the build tree. However, the code was not generaly, rather, it was
coded to specifically support eXept's expecco.
This commit removes that code as a (more) generic initialization is done
in `AbstractOperatingSystem >> defaultPackagePath`
