STC interface clenaup: fixed compilation inder MINGW(32)
MINGW(32) C compiler uses some dlls located in the same directtory
as the compiler's executable - therefore that directory must be in
PATH in order to find then.
As it is not always guaranteed that the compiler is in the path,
check the PATH and if it's not, add it there.
