Do now allow ruleset editing in ruleset selection dialog.
For new ruleset, one have to go an configure new ruleset in settings dalog.

Make #smallLintRulesOrAllHolder and #smallLintRulesOrDefalktHolder actually a value holders, not blocks...
...so whoever depends on them get proper opdate message when LastLintRulesHolder changes (i.e., use selects different
set or fules.
